I cleaned out all the jets, and yes I did set the mixture screw at about that and then tried moving it around after trying to start it a couple times.

The carb was spotless but I cleanned everything real good anyway just to make sure. I cleanned all the jets well also. I just dont get it scratching

if it idles, spray some carb cleaner around all the gaskets and make sure theres not an air leak. if theres an air leak somewhere it will cause a lean bog condition. also, you might want to check the valve clearance to make sure they are in spec.

I know its defanently a carb problem, and I dont want to tear the motor apart.

It use to idle until I took the carb apart, I was messing with it today and durring an hour of trying to start it I got it to start 2 times and it ran for 3 seconds then seemed to run out of gas. It seems that the carb is starving the motor of gas.

this may sound crazy, but i've seen it a hundred times....did you put the slide in backwards. some carbs allow the slide to go in either way. the beveled side of the slide should be toward the airbox.
the jr as a valve cover...easy to get to the valve lash adjusters.
